Toshiba Journ.E Touch doesn't work

I have problems with my Toshiba's tablet.

When I turn on, the screen only shows ''Toshiba leading innovation...''. I've tried to reset several times, but later it's the same. I read that I need update it, but I don't find this updates in page toshiba EU, so can I do?
