Every time I try to use the Toshiba HD-DVD Player I get the error message *Another application that may be using the PC's Video function may be running*.
I really don't know what this error could be caused from, please help.

I think this Toshiba solution article could help you to solve this issue:

_These steps are necessary:_
1. Click the Window Start button, and click Control Panel.
2. Click System and Maintenance.
3. Click System.
4. Click Advanced system settings. If the User Account Control dialog box appears requesting permission to continue, click Continue.
5. Click the Settings... button located in the Perfomance section.
6. Select Let Windows choose what's best for my computer and click Apply.
7. Click OK to close the Perfomance Options window.
8. Click OK to close the System Properties window.
9. Close the "View basic information about your computer" window by clicking the X located in the upper right corner.
10. Restart Windows.
11. HD-DVD movies should now play correctly, without the "Unable to playback." error message appearing.
