Hi

If it’s not possible to restore the OS from the Toshiba recovery CD so possibly the HDD or only the partition is damage or corrupt.
According to the Microsoft description the message “Setupdd.sys could not be loaded. Error code 4” may occur if your computer contains a hardware component that is either damaged or is incompatible with Windows XP.

Well, I have also found the Microsoft troubleshooting document about the “NTLDR Is Missing" error message.

I think you should follow the guideline. If it doesn’t help try to format the whole HDD, delete all partitions and start the installation from the original Windows XP boot CD
